Direct Benefit Transfer (DBT)

The aim of DBT (Direct Benefit Transfer) is to transfer the benefits and subsidies of various social welfare schemes directly in the bank account of the beneficiary on time by bringing efficiency, effectiveness, transparency and also to eliminate the intermediary body. DBT aims to prevent any frauds as the beneficiary receives the funds directly from the government to their bank account. The beneficiary account is seeded to the bank and is validated through its Aadhaar number.

Functionalities:

• Electronic transfer of benefits directly to bank accounts of beneficiary, minimizing levels involved in benefit flow.
• Reduce delay in payments.
• Accurate targeting of the beneficiary.
• Curbing pilferage and duplication.
• Real time reporting of funds transfer.

DBT Payments are made in 3 ways which basically includes:

• DBT Payments through Ministry.
• DBT Payments through State Treasury.
• DBT Payments by Program Implementing Agencies (PIAs).

Roles and Responsibilities of DBT vertical basically includes:

• Configuration and onboarding of DBT Schemes on PFMS Portal.
• Integration of external systems for DBT payment with PFMS.
• Regular monitoring of DBT schemes with feedback through DBT Dashboard / Integration of Service Plus portal with PFMS.
• Correspondence with DBT Scheme Owner Ministries/Dept /Technical team/NPCl/DBT Mission and other stakeholders.
• Audit, RTI replies and any other DBT related activities
